At the industry level, the biggest job gains in California occurred in some of the hardest hit sectors, although employment levels in these sectors remain far below their pre-pandemic levels.

  • Leisure and Hospitality led gains in November, where payrolls increased by 27,800. Still, the sector has a long way to go to recover all of the jobs lost due to the economic downturn, with payrolls having fallen by 490,700 (-24%) over the last year.
  • Other sectors posting strong gains during the month were Transportation, Warehousing, and Utilities (22,000), Administrative Support (10,300), Health Care (9,100), Finance and Insurance (1,700), Professional, Scientific, and Technical Services (1,600), and Management (1,000).
  • A handful of sectors experienced payroll declines in November, including Government (-10,200), Construction (-5,800), Retail Trade (-2,100), and Management (-600).
